Nearly 2,500 Parking Fines Issued on One Sheffield Road in a Year

ParkAppeal FOI report

ParkAppeal obtained Freedom of Information data from Sheffield City Council revealing the roads with the most council-issued on-street parking Penalty Charge Notices in 2023/24, 2024/25 and 2025/26.

New Freedom of Information data from Sheffield City Council shows that 2,469 on-street parking Penalty Charge Notices were issued on Ecclesall Road between 1 April 2025 and 31 March 2026.

That works out at approximately 6.8 PCNs every day – or one parking ticket roughly every three hours and 33 minutes throughout the year.

Ecclesall Road ranked first in all three annual lists supplied by the council. Its count rose from 1,967 PCNs in 2023/24 to 2,469 in 2025/26, an increase of 25.5%.

Across the council’s three annual top-10 lists, the featured locations accounted for 31,820 PCNs. This is not the total number of parking notices issued across Sheffield: it covers only the 10 highest-ranked on-street locations in each financial year.

What the figures do – and do not – show

The council’s workbook supplied PCN counts by street and contravention code. It did not include total face value, payment or income figures, so this article does not estimate how much money Sheffield City Council received.

A PCN being issued does not mean it was ultimately paid at its full value. Notices can be paid at a discount, challenged, cancelled, left unpaid or taken through later enforcement stages.

Ecclesall Road recorded one parking ticket about every three and a half hours

Ecclesall Road was Sheffield’s highest-ranked on-street parking ticket location in every financial year supplied:

  • 1,967 PCNs in 2023/24
  • 2,101 PCNs in 2024/25
  • 2,469 PCNs in 2025/26

Its three-year total reached 6,537 PCNs, representing 20.5% of all notices across the three annual top-10 lists. Across the full 1,096-day period, that equates to approximately six PCNs a day.

In 2025/26, the largest category on Ecclesall Road was contravention code 02: parking or loading or unloading in a restricted street where waiting and loading restrictions were in force. The council recorded 1,882 code 02 PCNs, accounting for 76.2% of the road’s latest annual total.

Strongest press line: Sheffield City Council issued an average of almost seven parking PCNs a day on Ecclesall Road in 2025/26 – approximately one every three hours and 33 minutes.

Ecclesall Road recorded 712 more PCNs than second-placed London Road. Together, the top three locations – Ecclesall Road, London Road and Abbeydale Road – accounted for 5,498 PCNs, or 48.7% of the latest top-10 total.

Union Street and Mushroom Lane entered the top 10 in 2025/26, replacing Northumberland Road and Carver Street from the previous year’s list.

The latest top-10 total rose by 12.1% in one year

The latest top-10 count was 1,218 PCNs higher than in 2024/25. Compared with 2023/24, it was up by 835 PCNs, or 8.0%.

These changes relate only to the locations in each year’s top 10. They should not be interpreted as a citywide rise or fall in all parking enforcement because the composition of the ranking changed slightly between years.

Eight roads dominated Sheffield’s lists in every year

Eight locations appeared in the top 10 in all three financial years: Ecclesall Road, London Road, Surrey Street, Abbeydale Road, Norfolk Street, Arundel Street, Charles Street and Rockingham Gate.

Together, those recurring locations accounted for 27,810 PCNs – 87.4% of all notices across the three annual rankings.

Restricted-street parking was the largest latest-year contravention

Sheffield City Council supplied the individual contravention-code counts for each location. Across the 2025/26 top-10 list, code 02 was by far the largest category.

Code 02 alone accounted for 42.7% of all PCNs across the latest top-10 locations. The six largest contravention categories together accounted for 10,114 PCNs, or 89.6% of the latest supplied total.

Drivers should check a PCN carefully before paying

A high number of PCNs at a location does not show that the notices were issued incorrectly. Traffic levels, loading restrictions, parking bays, bus stops, disabled bays, signs, road markings and the intensity of enforcement can all affect a street’s total.

Drivers who receive a council PCN should check the contravention code, location, date and time, signs and road markings, payment or permit records, photographs and any evidence supporting an exemption before deciding whether to pay or challenge it.

Comment from ParkAppeal

A ParkAppeal spokesperson said: “A parking ticket was issued on Ecclesall Road roughly every three and a half hours throughout the latest financial year. The road has topped Sheffield’s list for three years in a row, and its annual count has risen by more than a quarter since 2023/24.

“The figures are also highly concentrated. Eight familiar roads accounted for more than 87% of every PCN across the three annual top-10 lists, showing that Sheffield’s busiest parking enforcement locations changed relatively little from year to year.”
