ParkAppeal obtained new data from Leeds City Council revealing the streets and locations with the most council-issued on-street parking Penalty Charge Notices in 2023/24, 2024/25 and 2025/26.
More than 4,200 on-street parking Penalty Charge Notices were issued on George Street in central Leeds between 1 April 2025 and 31 March 2026, new council data reveals.
The 4,234 PCNs equate to approximately 11.6 notices a day – or one parking ticket roughly every two hours and four minutes throughout the year.
Applying the standard full penalty charges supplied by Leeds City Council, the notices had an estimated combined face value of £294,800 before any discounts, challenges, cancellations or payment outcomes.
George Street ranked first in all three annual lists. Its count rose from 3,254 PCNs in 2023/24 to 4,234 in 2025/26 – an increase of 30.1%.

Face value is not council revenue
Leeds City Council said higher-level parking contraventions carry a full penalty of £70 and lower-level contraventions carry a full penalty of £50. ParkAppeal calculated the estimated face values in this report by applying those rates to the council-supplied contravention counts.
These figures do not show how much money the council received. A PCN may be paid at a discounted rate, challenged, cancelled, left unpaid or taken through later enforcement stages.
George Street recorded one parking ticket about every two hours
George Street was the highest-ranked on-street parking ticket location in every financial year supplied by Leeds City Council:

Across the three years, George Street accounted for 11,259 PCNs carrying a combined estimated face value of £779,630. Its latest annual count was 980 PCNs higher than in 2023/24.
The largest George Street category in 2025/26 was contravention code 45, described in the council data as parking on a cab rank. The council recorded 2,220 code 45 PCNs, representing 52.4% of the street’s latest total.

George Street recorded 1,695 more PCNs than second-placed South Parade. The top three locations – George Street, South Parade and Great George Street – accounted for 9,061 PCNs, or 44.0% of the latest top-10 total.

Across all three annual top-10 lists, the featured locations accounted for 58,263 PCNs with an estimated face value of £3,567,950. This is not the citywide total: it covers only the 10 highest-ranked on-street locations in each year.
The latest top-10 count was 513 PCNs higher than in 2024/25 and 3,009 higher than in 2023/24. Because the membership of the top 10 changed, these comparisons should not be read as a citywide rise in all Leeds parking enforcement.
Parking without payment was the largest latest-year contravention
Leeds City Council supplied individual contravention-code counts for every location. Across the 2025/26 top 10, code 11 – parking without payment of the parking charge – was the largest category.

Drivers should check a PCN carefully before paying
A high number of PCNs at a location does not show that the notices were issued incorrectly. Traffic levels, parking demand, loading restrictions, taxi ranks, payment bays, disabled bays, signs, road markings and the intensity of enforcement can all affect a street’s total.
Drivers who receive a council PCN should check the contravention code, location, date and time, signs and road markings, payment or permit records, photographs and any evidence supporting an exemption before deciding whether to pay or challenge it.
